Hyo Jeong Shin was a senior measurement scientist in the Research & Development division at ETS until July 2022. She joined the organization in 2015 after completing her Ph.D. in quantitative methods and evaluation from the University of California at Berkeley. During her doctoral studies, she conducted research developing and applying statistical models for rater effects and learning progression. She received her M.A. in education from Seoul National University in 2007 and her B.A. in education from the Seoul National University in 2005.
After joining ETS, she worked on various Programme for International Student Assessment (PISA) projects including PISA 2015 and 2018, PISA for Development, and PISA Young Adult Follow-up Study. She led the psychometric work for the PISA 2022 survey. Her research focused on the item response theory and latent regression models, multistage adaptive testing design, modelling rater effects and response times, and machine-supported coding system for constructed-response items in the context of PISA. Shin also was involved in future developments of multistage adaptive testing, machine-supported coding, and population modelling in international large-scale assessments and collaborated with cognitive scientists conducting research on learning progressions, including on the IES-funded mathematical thinking in science project. She has published studies in psychometric journals and book chapters.
