ETS and Mastery Transcript Consortium (MTC) Join Forces to Scale Skills Transcript

PRINCETON, NJ, USA (May 15, 2024) – ETS, a global education and talent solutions organization, announced today that Mastery Transcript Consortium (MTC) has become a wholly owned subsidiary of ETS, in a deal that closed on May 1. MTC’s work to create scalable, flexible learning records— Mastery Transcripts and MTC Learning Records – will dovetail as part of ETS’s joint Skills for the Future initiative with the Carnegie Foundation for the Advancement of Teaching, announced in April 2023

“MTC’s pioneering work to make competency-based education accessible to more learners is directly aligned with the vision and trajectory of our Skills for the Future work,” said Paul Gollash, Senior Vice President of K-16. “We are thrilled to welcome the MTC team to ETS and to work with them to expand our K-16 skills work to co-design, develop, and distribute robust tools that measure durable skills acquisition both in and outside the classroom.”

MTC joins ETS at a time of significant transformation in the sector. ETS’s work as part of Skills for the Future has been intentionally designed to create a fundamental paradigm shift from time-based to skill-based learning. This work will result in a suite of tools to support the development and measurement of skills linked to success in post-secondary education, careers, and civic life.

“Scott Looney founded MTC in 2017, based on a key insight springing from his work with Doris Korda to design the Mastery School of Hawken in Cleveland, Ohio, which recognized that a new credentialing system would be needed for mastery-based learning models to gain widespread adoption,” said Mike Flanagan, CEO of MTC. “We are thrilled to be able to take that work into its next phase:  with ETS, we’ll have the ability to scale our solution to millions of learners.”  

Joining forces with ETS is an opportunity for MTC to expand the resources it can deploy on behalf of its extensive school and college network spanning school systems serving more than half a million learners each year. This work will empower both K12 and higher ed systems to implement competency-based systems and reliably validate that learners demonstrate the development of durable skills.

MTC is a national non-profit membership organization that helps make competency-based education available to all learners.  In 2015, Scott Looney and Doris Korda began work on a new lab school focused on learner-centered, real-world problem solving. Their combined work resulted in the creation of the Mastery Transcript Consortium, the Korda Institute for Teaching, and ultimately the Mastery School of Hawken, which opened in 2020.
